Content and Implementation Principles of the Regulation
With the new regulation published in today’s Official Gazette, the principles of the implementation of the provisions on mobilization and state of war, issues related to preparation and organization, duties and responsibilities to be assigned to the personnel of public administrations and real and legal persons, and the principles regarding the announcement procedures for the declaration and lifting of the state of mobilization and war were determined.
Amendments to the Regulation
According to the Regulation, the President of the Republic may decide to declare general or partial mobilization in the event of the emergence of a situation requiring war, insurrection, a strong and active uprising against the homeland or the Republic, or the emergence of behaviors that threaten the indivisibility of the country and the nation. This decision will be immediately published in the Official Gazette and submitted to the Parliament for approval on the same day.
With the entry into force of the regulation, the regulation on logistic mobilization preparations of the Turkish Armed Forces issued in 1980, the regulation on personnel mobilization of the Turkish Armed Forces issued in 1991 and the regulation on postponement of reserve personnel issued in 2010 were repealed. References to these regulations in the legislation will be deemed to have been made to the new mobilization and state of war regulation.

Mobilization Declaration and Conditions
